one week after hurricane sandy battered the east coast, there's another storm threatening to bring wind and rain to the same areas this week. tonight more than a million people are without power. more than 10,000 living in shelters across seven states. but there are some signs of progress. most new york schools reopened. subways are moving again. the u.s. department offing ary callture is sending more than a million pounds of food to new york. they are trying to make sure the food gets to every area. >> super storm sandy dumped close to three feet of snow on garret county, maryland, and they're still trying to recover. thousands of homes and businesses still don't have power. crews say they do expect to have everybody back online by tomorrow. there shouldn't be anyssues for election day.

reveals she recently had a double mastectomy despite never getting a diagnosis. she found out she carries a gene that increases her risk of developing cancer. she has already battled colon cancer. she called the decision a no brainer and says she's happy to start enjoying life as a grandparent. most of us have fines in d.c. that dropped by $25 today. some city leaders say it's still not enough. the residents believe the program is about raising money instead of increasing safety. a spokesperson called the fines unfair. in d.c. if you're caught going 11 miles over the speed limit you get a fine. police say the cameras have reduced traffic deaths. doug is here with more about the weather. it got cold in a hurry. >> it's really cold out there.

what does that put us early tomorrow morning? that puts us lower. in the 20s. that's where we're going to be when you wake up and walk out the door. a lot of people getting up early to go out and vote. if you're waiting in line, you will be outside, you will be on the cold side. it's still well below average. today was nine days in a row below average. we'll get to ten fairly easily tomorrow. might get close to 11 or 12 days below average before we go up. 34 in fredericksburg. this is the first time that many of these areas have seen temperatures at or below freezing. that's why we have the freeze warning in effect for the entire

region. back to the west for the most part. you've already seen your freeze. that's why you do not have a freeze warning. you will get below freezing. once again, expect a cold morning. do not expect rain tonight. if it did fall, it would be falling as snow right now. but that won't be the case. through tomorrow we stay dry. here's the system that will make its way to the coast and then move up the coast. the latest computer models, and this is good news, taking this further out to sea, and i like that scenario. i do not think this will be a big impact at all across the region. the latest is a low-impact event for southern maryland up to the philadelphia region in new jersey. around 3:00. mostly starting as rain. but maybe right away as some snow here. so this is one thing we're going to watch very closely. 11:00 at night. maybe as far west as the i-95

corridor. if it were to fall, it would be snow. again, this is a low impact event for us. high impact because of the winds. and the surge here in new york and the jersey shore, they do not want to see this. once again, the latest models keeping us further out to sea some inland snow is still possible. isolated slick spots in the area, possible but not probable. we will see coastal problems. a lot of beach erosion. still a lot of time to figure this out. still have 24 to 48 hours to watch this. right now i'm not anticipating much of the storm at all for us. tomorrow morning, temperatures 25 to 35 degrees. it will stay cold all afternoon

with a high of 49. 45 on your wednesday. 49 on thursday. you can take the percentages down as far as the rain and snow is concerned. then here's one thing that i'm really happy about. the weekend is looking good. 62 on saturday. 65 on sunday. monday, a temperature of 67. not bad at all. i don't know what that was. >> it's beaver fever. yeah. that was so much fun tonight.
